I think Universal would do a SE Of H2 if they owned worldwode rights.  As it is they only own distribution rights for the usa.  Lionsgate owns overseas rights.
Franchise
I'm going to be doubtful.  Universal had a try to do something that they could have done, but failed.  I'd be quite happy if they leased the rights to it to Anchor Bay who seems to find extras in about the most obvious places.

well in 2008 it will be the 30th anniversary maybe then will get SE of them

No. A re-packaging of the current H2/H3 discs in a singular case.

Are you sure it's not just a rerelease of this at a lower price?

I now have confirmation that this is a rerelease at a lower price to coincide with the Rob Zombie remake.

The only thing that will be different will be O-Card packaging that is supposed to glow. It shall look like the original theatrical artwork.

In August Anchor Bay is releasing HALLOWWEEN RESTORED.  I think it should be called HALLOWEEN RESTORED AGAIN
