Basically, the film is a rehash of John Carpenter's The Thing set in the Starship Troopers universe, more horror than action/sci-fi like the first film and much, much smaller scale. In its own right it isn't a total waste and has a few, decent makeup effects, although it's admittedly pretty bad and as a sequel to the first film it's terrible.
As far as I know, Eva Longoria isn't in the film...you may be confusing her with either Sandrine Holt (from Resident Evil: Apocalypse) or Colleen Porch who are two of the four featured females in the film.
